Government Accountability for the Greater Chattanooga Area



The Chattanooga Civic Accountability Project (CCAP) is a nonpartisan, evidence-first watchdog project documenting government accountability across the Greater Chattanooga Area. Its first campaign, DeFlock Chattanooga, uses public records requests to document surveillance technology in Hamilton County, Tennessee, regardless of vendor: automated license-plate readers, AI-powered cameras, real-time crime centers, and similar systems, and calls for their removal. Its first published records focus on license-plate readers: a $1,184,929.16 purchase of 122 cameras, a separate Flock Safety contract, and 63 cameras licensed along state highways. CCAP is informal and has no legal entity. Every claim it publishes is backed by a public record.
